找到解决方法了:

1) SE11
--> RSMPTEXTS --> change --> Delivery & Maintenace  ->
Display / Maintenance Allowed.  --> Activate
2) SE16 -->
RSMPTEXTS  --> input the paramter:
progname:BTFR_COPY     
sprsl:D
obj_type:F
obj_code:RW
sub_code:001                       

3) Delete the entry.(两条记录)
4)
change back to original Setting
SE11 --> RSMPTEXTS --> change -->
Delivery & Maintenace  -> Display / Maintenance Allowed with
Restriction.
5) continue the SPAM patch, OK.
