Feature TARIF 在编辑完成并保存后，无法激活问题

SAP HR模块配置，TCODE-PE03
1.对Feature TARIF进行维护
2.维护完成后，对其进行语法检查没有错误
3.点击“保存”按钮，提示保存
4.点击“激活”按钮对其进行激活操作时返回消息如下，TARIF没有被激活。
