SAP standard objects (i.e., S_BDC_MONI) only allow to restrict SM35 by the session name. If you have a naming convention for all your Batch Input Sessions, it will be easy to implement.
Some use 'user parameter' BDC_CREATOR in the user master data. Make a SM35 variant with display only on the field. And take away user's access to maintain own user master data.
Some provide user training on SM35, give SM35 access (without DEL). Because in the end, a session needs further authorization to process it, i.e., for FI, F_BKPF_BUK & others.
